We've found and resolved the core issue, and mail is flowing properly in all directions. We're currently working to remediate the cause so that it doesn't happen again. Thank you for your patience!
We're aware of an issue with mailboxes that have been migrated to Exchange Online / Microsoft 365 being unable to receive messages from external sources this afternoon. We are on the phone with Microsoft support attempting to track down and resolve the issue, and will send an update when we have more information.
At this point the on-premise mailboxes do not appear to be affected, and outbound email appears to be functioning for M365 mailboxes.
